Cloud Chamber Studio is working on the next game set in the Bioshock universe which has been rumored to be Bioshock: Isolation.
The title of the game was leaked by RalphsValve, who is a well-known leaker with sources inside the industry. The logo of Bioshock: Isolation was also spotted as shared by a Twitter account, which also reveals some of the information around the game.
Based on what we know so far, Ken Levine is not working on this new Bioshock, but instead, it will be handled by some of the Irrational Games veterans who have experience working on the series. This is supposed to be developed using the new Unreal Engine 5 which should leave the door open for impressive technology and a massive open world.

The idea of two cities with one of them being sounds incredibly ambitious. It will be interesting to see how this is executed in action if these leaks are indeed the real deal.
This information needs to be taken with a grain of salt, as usual. It could be from an early pitch of Bioshock: Isolation that could have been canceled or the development could have shifted to something less ambitious. Cloud Chamber has already confirmed that they are working on a new Bioshock so the announcement of a new game is not a major news in itself, it is the title and concept that ahs leaked leading to some interesting disucssion.
