Lost Tower – Route 209:
You have to go to the Lost Tower on Route 209. You can see it to the south aide of the Solaceon Tower. Once you reach there, go to the second floor and there you will get the Oval Stone.
Via Happiny:
Happiny can be a wild source to have the Oval Stone with it. You can catch many of them in the Trophy Garden. Catch as many as you can until one tends to have an Oval Stone with it.
Grand Underground:
In Pokemon Brilliant Diamond and Shining Pearl, Grand Underground is the most wanted place to have so many beneficial items hidden inside it. Just go to the Grand Underground, explore it, and ultimately you will end up finding an Oval Stone residing somewhere inside it.
How to Evolve Happiny Into Chansey:

So first you need to level up Happiny during the Daytime that is 10:00 Am – 5:59 PM. Use the Oval stone once you have leveled it up. The Oval Stone will thus evolve the Happiny Into Chansey.
