In order to get ready for modding the game, you need to prepare a backup of your save file and make sure that you keep in mind the license agreements that CD Projekt Red has listed on their official website. Once you are done with it, you need to head to the official website and download the modding tools from there.

Cyberpunk 2077 modding tools can be downloaded from here. They will be continuously updated by CD Projekt Red every time they release a new game update so you will need to download the tools again when an update arrives later.
There are three different files to download there. One is the Metadata which is required by the modding tools. The other is an ArchiveDump for listing contents of game data archives. Lastly, you have the TweakDump for listing contents of game Tweak DB (game settings) binaries.
