Ark Survival Evolved has been updated to version 2.60 by Studio Wildcard. Here are the complete details on this update including the full patch notes.
This update has resolved the issue with the boss fights not being able to start and the ability to place a C4. The patch was deployed for PS4 and Xbox One. The PC version was also updated a few days ago and the patch resolved a number of minor issues for it. As for the complete patch notes, see below.

- Fixed a bug with the Voidwyrm that allowed it to over-level. Any over-leveled ones have had their levels rolledback and stats reallocated.

- Fixed a network incompatibility with the Voidwyrm that would cause disconnects
