A Hat In Time has been updated to version 1.04 today by Gears for Breakfast. Here are the patch notes for this update that list the bug fixes.
From what we know about this update so far, it is related to a major progression bug that was reported on reddit. This bug has to do with the new downloadable content that was released recently. It stopped the player from going to the attic for the final time rift. If you have downloaded the new update, it should be fixed now.

So I downloaded the DLC recently, completed all the new Time Rifts and unlocked the final one at the Attic. But the elevator to the attic doesn’t work. It just won’t go up, no matter what I try. I go into a level and then back into the spaceship, I quit the game, I reseted the console, but it just won’t activate. The game always notifies me that the Time Rift is up there every time I re-enter. And yes, I also have all 55 Time Pieces required to unlock that area. Seeing as I know the console versions have plenty of glitches & bugs, I was curious if this was one and if there’s a way to fix it.
This was in a support thread so looks like the developers have listened to it and fixed the issue.
