Silent Hill 2 Remake is real and currently in development at Bloober Team if these new images and concept art is anything to go by.
There have been quite a lot of rumors regarding an alleged remake of Silent Hill 2. The new images appear to be taken from an internal pitch that Bloober Team had made to Konami. It was good enough supposedly because they got the green light to remake the game.
These screenshots are quite blurry but they appear to showcase the game in a third-person view unlike the fixed perspective of the original game.

Dusk Golem, who was one of the first persons to share details on this remake has confirmed these images. and concept art is real, but he clarified that these are from the internal pitch that Bloober Team presented to Konami. The leaker called it “a proof of concept no budget demo.” The concept art is from Masahiro Ito who made it for the remake.
While it might be disappointing for longtime fans of the franchise to see a Western developer try their hand at remaking Silent Hill 2, according to Dusk Golem, a lot of the developers who worked on the original Silent Hill 2 are also helping Bloober Team handle this remake.
Bloober Team is known for their work on first-person horror games like Layers of Fear, They have recently released The Medium, a third-person horror adventure. It also had a fixed-camera view like the classic Silent Hill games with a dual-world perspective running at the same moment in real-time.
