PSN appears to be having issues right now based on the official Sony server status website and reports from DownDetector. Sony is currently working on a fix.
According to both the PlayStation Network service status page and DownDetector, PSN is currently experiencing connection issues on PlayStation 4, specifically with its social features and online gaming. PS4 users are unable to access their party list, friends list, and can’t play games online. Some are even reporting freezes and crashes.
“You may have some difficulty launching games, applications, or online features. Our engineers are working to resolve the issue as soon as possible, and we thank you for your patience,” says a message on the PSN server tracker page.
Sony has also confirmed it through the Ask PlayStation account on Twiter.
We're aware users are experiencing difficulties accessing specific functions of PlayStation Network at this time. We're currently investigating. Thank you for your patience.

This issue was reported after the PS4 firmware update 8.0.0 was released. It might not be released to the firmware update but some users did report issues that they started to experience after installing the new system software. They were encountering a “cannot load” prompt when attempting to open their friends list, along with error code WS-44369-6, after installing the new firmware.
It is not known how long this issue will last but it is usually resolved quickly. If you are affected by this issue, you have to wait until Sony works out on a fix and gets the server back up.
