According to RalphsValve, Rockstar Games will release a remaster of GTA IV that will remove the multiplayer and come bundled with Episodes from Liberty City. This will launch on PS4, PS5, Xbox One, Xbox Series X, and PC.

It is leading to the game being in a development help which is why it is taking a long time to come out. They likely want to keep releasing new content in the lead-up to the announcement of GTA VI.
