Travel to planet Savali and visit Ms. Zurkon’s weapon shop, which is marked on the map to unlock the Max Relax trophy. Head south to the hot springs from there. Two Nefarious citizens can be found sunning on the dock and one in the water. You can unlock the trophy by simply getting close to them.
In Ratchet & Clank Rift Apart, the Max Relax trophy will be one of the easiest to unlock, but it will not be unlocked automatically as part of the story. You can easily miss it if you are not used to looking around. If you have already left Savali, you can return at any time to see the nefarious citizens.
