There’s a Happy Turtle Flyer on a board on the path to the railway station, east of the Residential Area (Pillar Plaza). This one is extremely simple to find.
Location # 6:
You will find the last Turtle Flyer in the Abandoned Talagger Factory. You can get in through Pillar Plaza, where you got the fifth flyer. To go to the northeast area of the Factory, enter the guarded area where a guard is stationed. Destroy the crates on the left after defeating the two scorpion-like creatures.
